Description: This is a letter dated 3 August 1967 from NATO Deputy Secretary General James Roberts to the permanent representative of West Germany on the North Atlantic Council, Wilhelm Grewe, which introduces the outline of a report drawn up by the rapporteur of Sub-Group 2, Paul Henri Spaak, to be presented to the ministers of the Special Group.
