Telex on the Second Agenda Item from Viktor Kulikov to Heinz Hoffmann, 27 November 1979

Description: This letter addresses preparations of decisions for the 12th session of the Warsaw Pact's (WP) Committee of Defense Ministers (CDM) in Warsaw in 1979. The letter was sent by the Supreme Commander of the WP's United Armed Forces, Viktor Kulikov, to East German Defense Minister Heinz Hoffmann. Kulikov informs Hoffmann about Romanian objections concerning the establishment of a unified WP supreme command in wartime and other command bodies. Kulikov suggests that the Romanian obections be ignored, and that planning continue without the Romanina delegation if necessary.
