Summary of the First Agenda Item

Description: This summary presents the salient points of a report on the state and development of NATO's armed forces, delivered at the 11th session of the Warsaw Pact's Committee of Defense Ministers (CDM) in East Berlin in 1978. Détente is regarded as a reality, but the authors believe that Western powers are pursuing a confrontational policy. This is demonstrated on the basis of increased NATO military spending, weapons modernizations, and overall NATO policy. According to this document, NATO is trying to establish military superiority over the Warsaw Pact.
