Description:
This is a transcript of a speech given by East German leader Walter Ulbricht at the 1970 Political Consultative Committee (PCC) meeting in Berlin. He assesses the possibilities of summoning an all-European Security Conference and suggests a driving role for the Warsaw Pact members.
