Speech by the East German Head of State (Walter Ulbricht)

Description: This is a transcript of a speech given by East German leader Walter Ulbricht at the 1970 Political Consultative Committee (PCC) meeting in Berlin. He assesses the possibilities of summoning an all-European Security Conference and suggests a driving role for the Warsaw Pact members. At the end of his speech, he declares his readiness to solve the West Berlin question, on condition that West Germany renounce its territorial claims to West Berlin.
