This report by Bulgarian Minister of Foreign Trade Ivan Budinov addresses the provision of free military assistance to North Vietnam in 1969. After negotiations with North Vietnam, a protocol was signed on military assistance worth about 6.35 million Rubles. This amount includes about 1.8 million Rubles of additional assistance for 1968.
