The "Soyuz 83" Exercise: Letter by Marshal Viktor Kulikov to Czechoslovak Defense Minister Martin Dzúr

2 Aug 1983
Description: In this letter, Soviet Marshal Viktor Kulikov provides Czechoslovak Defense Minister Martin Dzúr with details and results of the exercise "Soyuz 83". He singles out the need to destroy the West's intelligence and diversionary systems, which he describes as a new means of warfare. He states that this goal must be achieved even before the onset of military operations if the Warsaw Pact forces are to have any chance of success.
