Hungarian Report on Warsaw Pact Summit on Policy Toward West Germany

Description: This Hungarian report of 1971 outlines the Warsaw Pact's policy toward West Germany. The participants agree that West German policy changes are only tactical, but all of them, except for East Germany, are in favor of closer ties. The Polish side declares its intention to start negotiations with West Germany on border recognition. Soviet leader Leonid Brezhnev outlines the fundamental issues of European security. He states that it is too early to discuss the establishment of diplomatic relations with West Germany.
