Description:
Following Brezhnev's speech at the third Crimea meeting (July 1973), Bulgarian leader Zhivkov makes a statement, expressing complete agreement with the Soviet position that despite success in improving the climate at the international arena, the military threat of imperialism is still present and requires adequate defense strategy and military expenditure on the part of the Warsaw Pact countries. Further supported is the call for increased cooperation among the Warsaw Pact countries and the efforts to tighten relations with Cuba, Vietnam, and North Korea. After Zhivkov severely criticizing China and the antisocialist theory and practice of Maoism and disagrees with Ceauşescu's proposal to keep a low profile and not criticize individual party leadership and practices, Ceauşescu explodes in anger and threatens to leave the meeting. The situation is overcome by Brezhnev's mediation and Zhivkov continues with an exposé on the situation on the Balkans and NATO's interests and activities there.
