Description: This is the transcript of a speech given by Mikhail Gorbachev at the 1989 Political Consultative Committee (PCC) meeting. He addresses issues such as conventional and nuclear weapons disarmament and the ongoing process of Perestroika in the Warsaw Pact countries. He argues that the alliance should adapt to the changes in East-West relations by moving away from the military character of the organization. Among other issues, Gorbachev gives an account of the diplomatic relations between the Soviet Union and other West European countries, e.g. West Germany, France, and the UK, and advocates strengthening the economic ties with the West.
