Description: This document illustrates the East German position with respect to discussions in preparation for the 24th session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Budapest in 1989. East German Defense Minister Theodor Hoffmann explains concerns regarding draft decisions for this meeting, including contradictory statements in documents, economic concerns due to limited funds, and the East German early warning system for nuclear, biological, and chemical weapons, which has already been established.
