This is a transcript of an interview with Czechoslovak General Jaroslav Vinkler (b. 1924), chief of the Intelligence Directorate of the General Staff. General Vinkler describes operational planning after he became deputy chief of the Operational Department in the First Army in 1962. He characterizes operational planning in this period as unrealistic, because it underestimated the effects of nuclear warfare and the enemy's capacities.
