Description:
This report on the 1976 Political Consultative Committee (PCC) meeting in Bucharest includes the agenda, the results, and an evaluation of the outcomes of the meeting, together with summaries of the participant's statements. Among other things, it is decided to modernize Warsaw Pact troops and to augment defense readiness. The participants also draft a declaration on the no-first use of nuclear weapons and pass a resolution to establish a Committee of the Ministers of Foreign Affairs (CMFA) and a Joint Secretariat reporting to the PCC. Also attached is a statement by the East German Central Committee on the PCC expressing full consent with decisions made.
