This note encloses a summary of a disquisition by I. Blishchenko, professor of international law, on the Soviet conception of a European collective security system. Blishchenko points out that the Soviet Union views the recognition of the prevailing European order as a crucial step towards building a collective security system. He claims that its effectiveness depends on two factors: i) the conclusion of a treaty on the renunciation of force, which is closely connected to non-proliferation of nuclear weapons and the dissolution of both NATO and the Warsaw Pact, and ii) the principle of non-interference.
