Description:
This analysis asks whether NATO's Able Archer command post exercise really played a crucial role in the aggravation of the Soviet war scare in late 1983. The paper concludes that the Able Archer exercise had some unprecedented features, but that it was unknown to senior Soviet political and military officials. The author concludes that the Able Archer incident can in no way be compared to the Cuban missile crisis.
