Description: This is a letter from Belgian Minister of Foreign Affairs Pierre Harmel to NATO Secretary General Manlio Brosio. Harmel reaffirms that the scope of the Study on the Future Tasks of the Alliance is to recognize the requirements imposed by the present circumstances in international relations. He states that the character of the alliance should be political, not military. Harmel lists some of the issues that the study should cover: i) a historical introduction of the alliance, ii) its security strategy, and iii) further steps in the process towards a lasting peace in Europe.
