This summary presents the key elements of an informal speech given by Romanian leader Nicolae Ceauşescu at the 20th session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Bucharest in 1987. Ceauşescu says that due to the tense international situation, the WP's defense capabilities have to be developed further, but not at the expense of economic development.
