Description: In this editorial note on the 1958 Political Consultative Committee (PCC) meeting in Moscow, Vojtech Mastny stresses the fact that two years have elapsed since the last PCC meeting, thus violating the agreed provisions for the annual meetings of the committee. Mastny discusses four issues on the 1958 agenda: (i) the effects of the Soviet technological accomplishments, namely, the launching of the first artificial satellite Sputnik, (ii) the withdrawal of all Soviet troops from Romania, and Moscow's continuous policy of unilateral disarmament, (iii) a political declaration drawn up by the Soviet Union on an array of topics, including the cessation of nuclear tests, the creation of nuclear-free zones in Europe, the German question, etc., and finally (iv) the approval for an appeal for a nonaggression treaty between the Warsaw Pact and NATO.
