Report on the Meeting of the Committee of Defense Ministers in Moscow

Description: This document is a report on the December 1981 meeting of the Warsaw Pact Committee of Defense Ministers. The main topic at the meeting was the proposal by US President Ronald Reagan for a zero option on medium-range missiles in Europe. Soviet Marshal Dmitry Ustinov declares that the correlation of forces is not in the Warsaw Pact's favor, except in the area of nuclear weapons; therefore, the US proposal is unacceptable. The situtation in Poland is discussed on the third day of the session. Polish Defense Minister Florian Siwicki asks the group to approve a draft communiqué regarding the declaration of martial law in Poland, in order to ensure the security of the entire Socialist community. After a contentious discussion, the communiqué remains unsigned.
