Evaluation of a Command Exercise by Soviet Minister of Defense Rodion Malinovskii

May 1961
Description: This speech was delivered by Soviet Marshall Rodion Malinovskii in May 1961 after a joint command exercise of Soviet troops stationed in East Germany and the East German National People's Army (NVA). Malinovskii analyzes the nature of a possible war between East and West and stresses the importance of nuclear weapons in such a conflict. His conclusion is that the side that knows how to use nuclear weapons and that strikes faster with nuclear weapons can expect to win. The main objective for the troops is to prepare for offensive actions on the enemy's territory.
