According to Vojtech Mastny's analysis of the 1986 meeting of the Political Consultative Committee (PCC) in Budapest, it showed how radically Soviet policy had begun to change, but the consequences of the change had not yet become clear. In the light of the Chernobyl nuclear disaster, Mikhail Gorbachev tried to impress on the participants what a catastrophe a nuclear war would be and initiated a proposal for the proportional reduction of conventional armaments. A major innovation was Gorbachev's attempt to turn the Warsaw Pact from an instrument of Soviet foreign policy into a true partnership.
