Evaluation of the 23rd CMD Meeting

Description: This report by East German Defense Minister Heinz Kessler informs senior officers about the proceedings of the 23rd meeting of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Sofia in 1988. Kessler outlines the upcoming publication of statistical details on the strength and armaments of the WP and NATO. He also discusses the unilateral disarmament and restructuring steps of the Soviet Union and calls for comparable measures for East Germany. Furthermore, Kessler states that in the future, funding will be reduced and that a certain share of the armed forces will have to be downsized. He stresses that such transformation must under no circumstances affect the readiness of frontline combat forces.
