Description: This document is a memorandum of a conversation between United Armed Forces Supreme Commander Viktor Kulikov and the general secretary of the East German Socialist Unity Party of Germany, Erich Honecker. The document addresses the security threat represented by NATO. In view of the continuing process of weapons upgrades and modernization within NATO, both Kulikov and Honecker argue that the Warsaw Pact must also maintain a high level of combat-readiness in its armed forces.
