Draft Decision for the First Agenda Item

Description: This is a draft decision on the state of the Warsaw Pact's (WP) military communication and command equipment. It was prepared for the third session of the Warsaw Pact Committee of Defense Ministers (CDM) in Budapest in 1971. The draft identifies several shortcomings and proposes measures to improve the situation. Suggested measures include the establishment of a unified communication system, the installation of earth cable networks, and the construction of fortified command posts.
