Description:
This draft report by the rapporteur of Sub-Group 4, C. L. Patijn, lists the main points to be considered by the group in its study on developments in regions outside the NATO area. Patijn argues that NATO cannot have operational functions outside its own framework, but that it should serve as a brain trust for the identification and formulation of the common interests of its members. He places importance on the principle of prior consultation with respect to political events not directly affecting the security of the Atlantic area, whereas in the case of events that do concern Atlantic security, he argues, fundamental agreement is required.
