Description: This is a transcript of a speech given by the general secretary of the Bulgarian Communist Party, Todor Zhivkov, at the 1970 Political Consultative Committee (PCC) meeting in Berlin. He points to the necessity of ratifying the Treaties of Moscow and Warsaw. The European peace and security process should also include the abolishment of the Munich Agreement of 1938 by West Germany and the international recognition of East Germany.
