Description: These are the minutes of a plenary discussion at the 22nd session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Prague 1988. The topic of the debate is a Romanian proposal for an institutional reform of the WP, including new roles for the Political Consultative Committee, the CMD, and the command of the United Armed Forces. All other participants reject these proposals; however, they comment critically on the present state of the alliance.
