Description:
This document, prepared by John Vernon and addressed to the director of information of Sub-Group 4, Raban Adelmann, presents a personal overview of the meetings held in Washington, New York, and Ottawa to discuss potential NATO activities in areas outside the alliance. Vernon offers his impression that the US State Department would be receptive to constructive suggestions from Europe and is hopeful that some would be forthcoming from the study of Sub-Group 4. He further says that as far as Ottawa is concerned, US invitations for consultation are, in fact, invitations to align with the US position.
