In this editorial note on the 1970 Political Consultative Committee (PCC) meeting held in Moscow, Vojtech Mastny examines the main reason for convening the conference, i.e. the signing of a West German-Soviet treaty earlier that month. While Soviet leader Leonid Brezhnev defended the treaty as a great success for the East, the allies, despite ritually praising Soviet accomplishments, expressed concern at the potential threat that the Soviet-West German rapprochement posed to the integrity of the Warsaw Pact.
