Description:
This is a transcript of a speech given by East German leader Erich Honecker at the 1976 Political Consultative Committee (PCC) meeting. He acknowledges the first results of the Helsinki process, stating that the détente-process in Europe is progressing. He also states that the Belgrade meeting of the Helsinki signatories in 1977 will ensure further disarmament and the fulfillment of the Helsinki Conference's goals. Regarding political developments in West Germany he underlines that the Four-Power Agreement on West Berlin has to be kept. At the end of his speech, he proposes a global conference on disarmament.
