Talking Points for a Meeting between Heinz Hoffmann and Dmitri Ustinov during the 13th CDM Session

Description: This document outlines East German talking points for a personal discussion between the Soviet Minister of Defense Dmitri Ustinov and East German Defense Minister Heinz Hoffmann during the 13th session of the Warsaw Pact's (WP) Committee of Defense Ministers (CDM) in Bucharest in 1980. Hoffmann is to ask Ustinov for his opinion on a number of issues, including the development and mood of the East German army, the introduction and maintenance of weapons, and violations of East German airspace. Regarding the army's mood, great concerns are expressed about the developments in Poland.
