Draft Declaration

22 Nov 1978
Description: This draft declaration of the Warsaw Pact countries, published after the 1978 Political Consultative Committee (PCC) meeting in Moscow, states that the main dangers to peace and international security are the continuation of the arms race and possible NATO military supremacy. The Warsaw Pact signatories take a firm position against the policy of intensifying the arms race and state that they have never sought and do not seek military superiority, and underline that their efforts will always be exclusively directed at ensuring their defense capacity. The end of the declaration includes a global appeal for a ban on nuclear weapons and disarmament, and refers to the special responsibility of the five permanent members of the United Nations Security Council in securing global peace.
