Description: This is the transcript of a speech given by Otto Winzer at the 1969 meeting of Warsaw Pact foreign ministers in Prague on European security. He discusses West German political developments in the context of the planned European conference on security in Europe. He then presents the main conditions for convening this conference: the inviolability of existing borders, international recognition of East Germany, the ratification of a treaty on nuclear non-proliferation, invalidity of the Munich Agreements, and recognition of West Berlin.
