Reflections on the Role of NATO in World Affairs: Draft New Section for the Report by the Rapporteur (C.L. Patijn) (F/7249/67)

Description: This document contains suggestions for an additional section in the report of Sub-Group 4, which argues more fully the need for internal cooperation on problems outside the NATO area. The author, the rapporteur of Sub-Group 4, C. L. Patijn, argues that the dangers in local conflicts (such as the Arab-Israeli conflict) require the full impact of Western cooperation. In his opinion, most localized conflicts have a tendency to escalate or to bring about a confrontation of the great powers. Although NATO may not be called upon to prevent conflicts or to deter their escalation elsewhere, Patijn claims that a common policy for the members of the alliance would be highly effective.
