Description: This note by NATO Executive Secretary Lord Richard Coleridge includes the Atlantic Policy Advisory Group report on the problem of balance within the alliance in the 1970s. The report identifies the superiority of the US and the de facto inequality of the other NATO members as reasons for the existing imbalances. In order to ameliorate this situation, the report suggests strengthening the position of Europe in the economic, political, and defense fields.
