In this editorial note on the 1989 Political Consultative Committee (PCC) meeting in Bucharest, Vojtech Mastny discusses the continuing internal disintegration of the Warsaw Pact. Discussions about the future of the alliance and the stronger promotion of Socialist values became more important than the military balance in Europe. While East Germany, Czechoslovakia, Romania, and Bulgaria were most adamant in favoring unified action against Western interference, Hungary criticized the notion of a Socialist monolith, and Poland recommended excluding references to the obligatory Socialist development from the conference documents.
