Speech by the Soviet Foreign Minister (Edvard Shevardnadze)

Description: This is the transcript of a speech given by Soviet Foreign Minister Edvard Shevardnadze at the 1986 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Warsaw. He presents proposals by CPSU Secretary-General Mikhail Gorbachev on an international security system and nuclear disarmament. He is convinced that such a system could maintain a non-nuclear balance of power between the Soviet Union and the US. Shevardnadze further comments on international efforts towards disarmament and on the CSCE process.
