Working Paper, Second Draft to be Circulated at Special Group on 13 March 1967

Description: This second draft working program is a contribution by NATO Secretary General Manlio Brosio to the discussion and decisions at the Special Group meeting on 13 March 1967. It lists seven subjects to be studied by the Sub-Groups of the Special Group. The working paper further proposes that the Special Group consist of permament representatives and that it should be responsible for the preparation and coordiation of the study. The sub-groups should define the questions to be addressed by the study, while the International Secretariat has responsibility for reporting.
