This note from the US delegation to NATO includes a letter by Counsellor Robert R. Bowie to Belgian Minister of State Paul Henri Spaak commenting on Spaak's questionnaire on inter-allied relations. Bowie regards three areas to be of major interest for present and prospective intra-alliance relations: i) common interests and tasks, ii) factors of friction impeding cooperation, and iii) appropriate tasks for NATO to undertake.
