Description: This contribution by the UK delegation to NATO proposes that Sub-Group 2 examines the effect of the changes since 1949 and 1956 on inter-allied relations. It further suggests looking at the example of European coordination and consultation and encourages the promotion of the principle of open-endedness. Finally, the paper considers it important that the emphasis should be on elements uniting the alliance, rather than on divisive ones.
