First Version of Memorandum from Special Adviser for Political Planning to Secretary General "Council Resolution on the Future Tasks of the Alliance"

31 Jan 1967
Description: This draft memorandum summarizes the principal elements of the discussion of the council resolution on Future Tasks of the Alliance between NATO Secretary General Manlio Brosio, the national delegations, and the International Secretariat. It makes clear that the debate is not about the existence of the alliance, but about modifications of the form, organization, procedures, and tasks of NATO. Other topics include the major developments affecting the alliance since its inception and an analysis of their impact on the future of the alliance. This summary suggests entrusting the study to an open-ended group composed of government and permanent representatives, and recommends public hearings.
