Memorandum on a Conversation between Heinz Hoffmann and Dmitri Ustinov

1979
Description: This letter from East German Minister of Defense Heinz Hoffmann describes a 15 per cent increase in military spending in 1980 over 1979. Hoffmann mentions a conversation with Soviet Minister of Defense Dmitri Ustinov, who told him that the Soviet Union's reported reduction of military spending for 1980 was false. Therefore, Hoffmann suggests that the increase in East German military spending not be published either.
