Description:
This communiqué and subsequent declaration of the Warsaw Pact countries published after the 1978 PCC meeting in Moscow states that the main danger to peace and international security is the continuation and build-up of the arms race and that the NATO countries try to achieve military supremacy over the socialist and other, non-aligned countries. The Warsaw Pact signatories take a firm position against the policy of intensifying the arms race and state that they have never sought and do not seek military superiority, and that their efforts will always be exclusively directed at ensuring their defense capacity. The end of the declaration includes a global appeal for a ban on nuclear weapons, for disarmament and to the special responsibility of the five permanent members of the United Nations Security Council in securing global peace.
