This document reports the visit of Soviet General Secretary Leonid Brezhnev to India in December 1980. According to the report, the visit helped to lift the bilateral relations to a new level. One of the main subjects of the conversation is the increase in tensions in the wider Indian Ocean region. With respect to Afghanistan, Indian Prime Minister Indira Gandhi expresses understanding of the Soviet decision to intervene militarily. Both sides agree on the destabilizing role of Pakistan and its supporters. Furthermore, Brezhnev and Gandhi identify the negative role played by China with its support of insurgencies in India.
The report also mentions a meeting of Brezhnev with the leadership of the Communist Party of India (CPI). The CPI sees the establishment of a leftist government in India as premature.
