In his analysis of the 1985 PCC meeting in Sofia, Vojtech Mastny argues that the ascent to power of Mikhail Gorbachev in March 1985 marked the resolution of the protracted Soviet leadership crisis. The meeting focused on such issues as the US Strategic Defense Initiative (SDI), Gorbachev's arms control negotiations in Geneva (despite the European missile program adopted by NATO), and US attempts to secure permanent technological superiority over the Socialist countries.
