Description: These are the minutes of the 22nd session of the Warsaw Pact's (WP) Committee of Ministers of Defense (CMD) in Prague 1988. The minutes include a list of participants, questions discussed, and decisions taken. Among the topics discussed were the publication of statistical data on the strength and equipment of the WP's armed forces. The annex consists of information supplied by East German Defense Minister Heinz Kessler to the SED Politburo addressing the discussions during the CMD meeting. These include rejected Romanian proposals for an organizational reform of the WP that would move focus of the alliance away from its primary military purpose towards a political role. Kessler also touches on discussions about the state of the defense industry in the WP countries, which are to be converted to produce consumer goods.
