Description: This is a memorandum for a meeting between East German Defense Minister Heinz Hoffmann and Soviet Defense Minister Dmitry Ustinov on the political and economic situation in East Germany. The meeting took place during the 17th session of the Warsaw Pact's Committee of Ministers of Defense in Budapest in 1984. The memorandum addresses: i) East Germany's defense budget and spending, ii) cooperation between the East German People's Army and the Soviet troops stationed in East Germany, and iii) military and technological cooperation between the Soviet Union and East Germany.
