Description:
This declaration of the Warsaw Pact members approved at the 1976 Political Consultative Committee (PCC) meeting in Bucharest deals largely with the results and implications of the Conference on Security and Cooperation in Europe (CSCE). The Warsaw Pact signatories express their firm intention to assist the continued development of long-term cooperation with all interested states on a bilateral and multilateral basis. According to them, the establishment of equal commercial relations between the COMECON, CMEA, and EEC countries would be of mutual interest to all. In addition, the Warsaw Pact countries develop a draft treaty rejecting the first use of nuclear weapons, thus aiming to reduce the threat of military confrontation and assist the disarmament process.
