This is a memorandum from East German Minister of Defense Heinz Hoffmann to East German head of state Erich Honecker. Hoffmann comments on his conversation with United Armed Forces Supreme Commander Viktor Kulikov before the 14th session of the Warsaw Pact's Committee of Ministers of Defense (CMD) in Moscow. The conversation first refers to US attempts to establish military superiority over the Soviet Union.
