Memorandum from Heinz Hoffmann (East German Minister of Defense) to Erich Honecker (East German Head of State) about a Meeting with Viktor Kulikov (Supreme Commander of the WP United Armed Forces) on 23 November 1981

Description: This is a memorandum from East German Minister of Defense Heinz Hoffmann to East German head of state Erich Honecker. Hoffmann comments on his conversation with United Armed Forces Supreme Commander Viktor Kulikov before the 14th session of the Warsaw Pact's Committee of Ministers of Defense (CMD) in Moscow. The conversation first refers to US attempts to establish military superiority over the Soviet Union. Due to Romanian objections, one point on the CDM agenda, referring to plans for the modernization of military equipment between 1981 and 1985, had to be reformulated.
