Description:
This is a summary of a report by the chief of the Soviet Naval Forces, Admiral Sergei Gorshkov, on possible operations of NATO naval forces in the Baltic and the Black Sea as well as the state and tasks of the naval forces of the Warsaw Pact (WP). Gorshkov gave his report during the second session of the WP Committee of Defense Ministers in Sofia 1970. It is assessed that the Soviet fleet can fulfill its tasks; however, the forces of Bulgaria, East Germany, Poland, and Romania require modernization. The establishment of a united command is suggested.
