Description:
This memorandum of the 1970 meeting of Warsaw Pact foreign ministers in Budapest expresses the will of the participants to invite all European states to a European security conference. The Warsaw Pact members propose that the following issues be discussed: non-violence; economic, technical, scientific, and cultural cooperation; and the institutionalization of conference organs.
